Equipment Funding
How to fund SCBA replacement
How fire departments pay for self-contained breathing apparatus: AFG funding for SCBA, cylinder service life, standard-compliance upgrades, state and private grants, and planning a whole-fleet SCBA replacement.

Self-contained breathing apparatus is one of the most expensive equipment purchases a department makes, and it tends to come due all at once: most departments buy their whole SCBA fleet together so packs, cylinders, masks and parts are interchangeable.
Why SCBA replacement comes due
- Cylinder life. Composite SCBA cylinders have a fixed service life (commonly 15 years) and periodic hydrostatic testing requirements. When cylinders expire, they must be replaced regardless of condition.
- Standards changes. NFPA's SCBA standard is revised periodically. Packs built to an older edition can become difficult to support or upgrade, and grant programs generally expect equipment purchased with grant funds to meet the edition in effect.
- Support and parts. As a model ages, parts and service become harder to source, and mixed fleets create interoperability problems — especially across mutual aid partners.
Funding sources for SCBA
- FEMA AFG. SCBA is a long-standing AFG equipment priority. Strong applications document the age and compliance status of current packs, interoperability with mutual-aid partners, and the risk to firefighters.
- State programs and firefighter relief funds in some states fund breathing apparatus or air compressors. See our state program directory.
- Regional or joint applications. Departments that share mutual-aid responsibility sometimes apply together so their fleets stay interoperable.
- Private funders and local capital funds often cover a local match, spare cylinders, masks or fill stations.
Plan the replacement
Record every pack's and cylinder's manufacture date, the standard edition it was built to, and its hydrostatic test dates. Forecast the year the fleet will need replacement and the cost at that year's prices, and start lining up funding at least two grant cycles in advance.
SCBA manufacturers
SCBA in the U.S. fire service is produced by a small number of manufacturers, including MSA, 3M Scott Fire & Safety, Drägerwerk, Honeywell and Avon Protection. Use current quotes in your grant budget, and include cylinders, masks, RIT packs and fill-station needs if they're part of the request.
