Equipment Funding
Funding for firefighter turnout gear and PPE
How fire departments fund turnout gear and personal protective equipment: AFG operations and safety, state and private grants, planning around the 10-year retirement rule, and building a rotating PPE replacement schedule.

Turnout gear is a recurring cost, not a one-time purchase. NFPA guidance retires structural firefighting ensembles 10 years from the date of manufacture, regardless of how they look, and gear damaged or contaminated beyond repair must come out of service sooner. A department that buys all its gear in one year will face a full replacement again ten years later — usually without warning in the budget.
Grants that fund turnout gear
- FEMA AFG — Operations and Safety. Personal protective equipment is a core AFG equipment activity. Applications are strongest when they replace gear that is out of compliance, damaged or past its service life, or equip members who have none, and when they document the risk to firefighters.
- Volunteer Fire Assistance. Through state forestry agencies, VFA often funds wildland PPE and equipment for small communities.
- State programs. Several state fire marshal and firefighter relief programs fund PPE directly. Check our state fire grant program directory.
- Private and corporate funders. Community foundations, local businesses, utilities and corporate foundations frequently fund PPE, second sets of gear, cancer-prevention equipment (gear extractors, hoods) and gear for new members.
Build a rotating replacement schedule
Instead of one large purchase every decade, many departments replace a fraction of their gear each year. That turns an unpredictable spike into a steady line item a council can plan for, and keeps every set inside its service life. Record every set's manufacture date, size and assigned member, and forecast replacement dates from there.
Turnout gear manufacturers
Structural gear is made by manufacturers such as Globe (MSA), Lion, Fire-Dex, Honeywell/Morning Pride, Innotex and Veridian. Grant budgets should use current quotes, include hoods, gloves, boots and helmets if they are part of the request, and match the specifications in your narrative.
