FEMA fire grants explained: AFG, SAFER and FP&S

An overview of FEMA's fire grant programs under DHS — Assistance to Firefighters (AFG), Staffing for Adequate Fire and Emergency Response (SAFER) and Fire Prevention and Safety (FP&S): what each funds, who's eligible and how to prepare.

Last reviewed October 21, 2026 · How we verify funding information

The Federal Emergency Management Agency (FEMA), part of the U.S. Department of Homeland Security (DHS), runs the three best-known federal grant programs for fire departments. Together they're often called the "AFG programs."

Assistance to Firefighters Grant (AFG)

AFG funds critically needed resources that equip and train first responders. Its main activity areas have historically included Operations and Safety (equipment, PPE, training, wellness and fitness, and modifications to facilities), Vehicle Acquisition (fire apparatus and, for eligible applicants, ambulances), and Regional projects that benefit multiple organizations. Fire departments, nonaffiliated EMS organizations and state fire training academies have been the eligible applicant types. A local cost share applies and scales with the population served.

Staffing for Adequate Fire and Emergency Response (SAFER)

SAFER helps departments increase or maintain the number of trained, "front line" firefighters. It has two main categories: Hiring of Firefighters (for career and combination departments) and Recruitment and Retention of Volunteer Firefighters (for volunteer and combination departments, and national, state, local or tribal organizations representing volunteer firefighters). Recruitment and retention awards can fund things like marketing, stipends, training costs and health and wellness programs for volunteers.

Fire Prevention and Safety (FP&S)

FP&S supports projects that reduce injuries and deaths from fire and related hazards. Its Fire Prevention and Safety Activities category funds community risk reduction, code enforcement, smoke-alarm and education programs; its Research and Development category funds studies that improve firefighter health and safety.

How to prepare

  • Registrations: keep SAM.gov and your UEI active; FEMA applications are submitted through FEMA's grants portal, FEMA GO.
  • Read the current NOFO: each year's Notice of Funding Opportunity sets the priorities, cost-share rules, eligible costs and deadlines. Programs change between cycles.
  • Answer the scoring criteria: narratives are peer-reviewed against published criteria — financial need, benefit to the community, and cost-effectiveness among them.
  • Budget from real quotes, and make every number in the narrative match the budget.
  • Plan for the award: grants require procurement compliance, performance reports and record-keeping after the award.

Exact dates, funding levels and rules for the current year are published by FEMA — see the official links below. Capital Command tracks these programs and shows each department which ones fit its documented needs in Funding Intelligence.
